Mill\u00ee E\u011fitim Bakanl\u0131\u011f\u0131 olarak merkez\u00ee idareden yerel y\u00f6netimlere, sivil toplum \u00f6rg\u00fctlerinden i\u015f d\u00fcnyas\u0131na kadar t\u00fcm akt\u00f6rlerle i\u015f birli\u011fini stratejik \u00f6ncelik g\u00f6r\u00fcyoruz. Siyaset\u00e7ilerimiz ba\u015fta olmak \u00fczere velilerimizi, hay\u0131rseverlerimizi, belediyelerimizi ve t\u00fcm payda\u015flar\u0131m\u0131z\u0131, \u00e7ocuklar\u0131m\u0131z\u0131n gelece\u011fini g\u00fczelle\u015ftirecek bu ortak eme\u011fin bir par\u00e7as\u0131 olmaya davet ediyoruz.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>Son yirmi \u00fc\u00e7 y\u0131lda e\u011fitimin, devlet politikalar\u0131n\u0131n merkezine yerle\u015ftirildi\u011finin alt\u0131n\u0131 \u00e7izen Tekin, Mill\u00ee E\u011fitim Bakanl\u0131\u011f\u0131n\u0131n merkez\u00ee y\u00f6netim b\u00fct\u00e7esinde 2002&#8217;de 4&#8217;\u00fcnc\u00fc s\u0131radayken, 2003&#8217;ten itibaren ilk s\u0131rada yer ald\u0131\u011f\u0131na ve 2026 y\u0131l\u0131 b\u00fct\u00e7esinde de yerini korudu\u011funa i\u015faret etti.<\/p>\n<p>&nbsp;<\/p>\n<p>2026 y\u0131l\u0131 e\u011fitim b\u00fct\u00e7esinin Mill\u00ee E\u011fitim Bakanl\u0131\u011f\u0131, Y\u00fcksek\u00f6\u011fretim Kurulu (Y\u00d6K) Ba\u015fkanl\u0131\u011f\u0131, \u00d6l\u00e7me, Se\u00e7me ve Yerle\u015ftirme Merkezi (\u00d6SYM) Ba\u015fkanl\u0131\u011f\u0131, Y\u00fcksek\u00f6\u011fretim Kalite Kurulu (Y\u00d6KAK) Ba\u015fkanl\u0131\u011f\u0131, \u00fcniversiteler ve Kredi Yurtlar Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc i\u00e7in tahsis edilen kaynaklar\u0131n toplam\u0131yla 2 trilyon 905 milyar 40 milyon 206 bin lira oldu\u011funu bildiren Tekin, bunun merkez\u00ee y\u00f6netim b\u00fct\u00e7esinin y\u00fczde 15,33&#8217;\u00fcne tekab\u00fcl etti\u011fini belirtti.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8220;2002-2003 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda \u00f6rg\u00fcn e\u011fitimde 367 bin 145 derslik varken, 2024-2025 e\u011fitim \u00f6\u011fretim y\u0131l\u0131 itibar\u0131yla bu say\u0131 753 bin 571 dersli\u011fe ula\u015fm\u0131\u015ft\u0131r. 2002-2003 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda resm\u00ee okullar\u0131m\u0131zda 515 bin 253 \u00f6\u011fretmen g\u00f6rev yaparken, bu say\u0131 2024-2025 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda 1 milyon 34 bin 564&#8217;e y\u00fckselmi\u015ftir.&#8221; diye konu\u015fan Bakan Tekin, h\u00e2len g\u00f6revde bulunan \u00f6\u011fretmenlerin yakla\u015f\u0131k y\u00fczde 80&#8217;inin son 23 y\u0131lda atand\u0131\u011f\u0131n\u0131 ve yine bu d\u00f6nem boyunca 821 bin 351 \u00f6\u011fretmen atamas\u0131 ger\u00e7ekle\u015ftirildi\u011fini ifade etti.<\/p>\n<p>&nbsp;<\/p>\n<p>Bu kapasitenin s\u0131n\u0131fa do\u011frudan yans\u0131d\u0131\u011f\u0131n\u0131 dile getiren Tekin, &#8220;2002-2003 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda ilk\u00f6\u011fretimde derslik ba\u015f\u0131na d\u00fc\u015fen \u00f6\u011frenci say\u0131s\u0131 36 iken, 2024-2025 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda bu say\u0131 23 olmu\u015ftur. Orta\u00f6\u011fretimde de benzer bir iyile\u015fme s\u00f6z konusu olmu\u015f ve 2002-2003 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda derslik ba\u015f\u0131na d\u00fc\u015fen \u00f6\u011frenci say\u0131s\u0131 30 iken, 2024-2025 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda bu say\u0131 20 olmu\u015ftur. \u0130lk\u00f6\u011fretimde \u00f6\u011fretmen ba\u015f\u0131na d\u00fc\u015fen \u00f6\u011frenci say\u0131s\u0131 ise 2002-2003 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda 28 iken, 2024-2025 e\u011fitim \u00f6\u011fretim y\u0131l\u0131nda 15, orta\u00f6\u011fretimde de 18 iken 11 olmu\u015ftur. Bu okulla\u015fma g\u00f6stergeleri uluslararas\u0131 k\u0131yaslamalara bakt\u0131\u011f\u0131m\u0131zda da OECD&#8217;nin &#8216;Bir Bak\u0131\u015fta E\u011fitim 2025&#8217; raporunda da ayn\u0131 \u015fekilde \u00f6vg\u00fcyle yerini alm\u0131\u015ft\u0131r.&#8221; bilgisini payla\u015ft\u0131.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8220;T\u00fcrkiye, aralar\u0131nda 7 OECD \u00fclkesinin de bulundu\u011fu 45 \u00fclkeden daha y\u00fcksek performans g\u00f6sterdi&#8221;<\/p>\n<p>Bakan Tekin, f\u0131rsat e\u015fitli\u011fini g\u00fc\u00e7lendiren \u00f6\u011frenme \u00e7\u0131kt\u0131lar\u0131ndaki yans\u0131may\u0131 uluslararas\u0131 ve ulusal g\u00f6stergeler \u00fczerinden izlediklerini belirterek OECD&#8217;nin PISA ara\u015ft\u0131rmas\u0131n\u0131n bunlardan biri oldu\u011funu aktard\u0131.<\/p>\n<p>&nbsp;<\/p>\n<p>OECD&#8217;nin 81 \u00fclkenin kat\u0131l\u0131m\u0131yla ger\u00e7ekle\u015ftirdi\u011fi PISA 2022 raporuna g\u00f6re T\u00fcrkiye&#8217;nin, \u00fclkelerin uzun d\u00f6nem performanslar\u0131 incelendi\u011finde son 20 y\u0131ll\u0131k d\u00f6nemde matematik alan\u0131ndaki performans\u0131n\u0131 istikrarl\u0131 bir \u015fekilde art\u0131ran iki \u00fclkeden ve fen bilimleri alan\u0131ndaki performans\u0131n\u0131 art\u0131ran d\u00f6rt \u00fclkeden biri oldu\u011funu vurgulayan Tekin, benzer \u015fekilde son 10 y\u0131ll\u0131k s\u00fcre\u00e7te de T\u00fcrkiye&#8217;nin her iki alanda iyile\u015fme g\u00f6steren az say\u0131da \u00fclkeden biri oldu\u011funu belirtti.<\/p>\n<p>&nbsp;<\/p>\n<p>T\u00fcrkiye&#8217;nin PISA okuma becerileri alan\u0131ndaki puan\u0131n\u0131n 2003&#8217;te 441 iken 2022&#8217;de 456 oldu\u011funu, b\u00f6ylece \u00f6\u011frencilerin okuma becerileri alan\u0131ndaki performans\u0131nda anlaml\u0131 bir art\u0131\u015f ger\u00e7ekle\u015fti\u011fini ve uluslararas\u0131 ortalama olan 435&#8217;in \u00fczerine \u00e7\u0131kt\u0131\u011f\u0131n\u0131 anlatan Tekin, &#8220;Bu ba\u015far\u0131yla T\u00fcrkiye, aralar\u0131nda 7 OECD \u00fclkesinin de bulundu\u011fu 45 \u00fclkeden daha y\u00fcksek bir performans g\u00f6stermi\u015ftir.&#8221; dedi.<\/p>\n<p>&nbsp;<\/p>\n<p>Tekin, T\u00fcrkiye&#8217;nin PISA 2022&#8217;de fen bilimleri alan\u0131nda da uluslararas\u0131 ortalaman\u0131n \u00fczerinde bir performans sergiledi\u011fini, \u00fclkenin 476 olan puan\u0131n\u0131n uluslararas\u0131 ortalama olan 447&#8217;nin \u00fczerinde ger\u00e7ekle\u015fti\u011fini bildirerek \u015f\u00f6yle konu\u015ftu:<\/p>\n<p>&nbsp;<\/p>\n<p>&#8220;T\u00fcrkiye, OECD yetkilileri ve PISA&#8217;ya kat\u0131lan \u00fclkelerin temsilcilerinin kat\u0131l\u0131m\u0131yla 7-9 May\u0131s 2025 tarihleri aras\u0131nda \u0130stanbul&#8217;da bir toplant\u0131 ger\u00e7ekle\u015ftirmi\u015ftir. Bu toplant\u0131da, 90 \u00fclkeden yakla\u015f\u0131k 200 temsilci bir araya gelmi\u015ftir. OECD taraf\u0131ndan T\u00fcrkiye&#8217;nin e\u011fitim alan\u0131nda ger\u00e7ekle\u015ftirdi\u011fi ba\u015far\u0131lar\u0131n di\u011fer \u00fclkelerle payla\u015f\u0131lmas\u0131 talep edilmi\u015f ve bu kapsamda kat\u0131l\u0131mc\u0131larla T\u00fcrkiye e\u011fitim sistemi sunumu ger\u00e7ekle\u015ftirilmi\u015ftir. T\u00fcrk y\u00fcksek\u00f6\u011fretimi, bu \u00f6\u011frenci say\u0131s\u0131yla Avrupa y\u00fcksek\u00f6\u011fretim alan\u0131nda en \u00e7ok \u00f6\u011frenciye hizmet veren bir sistem konumundad\u0131r. 2002 y\u0131l\u0131nda 70 bin 12 olan toplam \u00f6\u011fretim eleman\u0131 say\u0131s\u0131, 2025 y\u0131l\u0131nda 186 bin 349&#8217;a y\u00fckselmi\u015ftir. \u00d6\u011fretim \u00fcyesi say\u0131s\u0131nda da benzer bir art\u0131\u015f s\u00f6z konusudur. 2002 y\u0131l\u0131nda 25 bin 953 olan \u00f6\u011fretim \u00fcyesi say\u0131s\u0131 2025&#8217;de 113 bin 134&#8217;e ula\u015fm\u0131\u015ft\u0131r. \u00d6\u011fretim \u00fcyelerinin toplam \u00f6\u011fretim elemanlar\u0131 i\u00e7indeki pay\u0131 ise 2002 y\u0131l\u0131nda y\u00fczde 37 iken 2025 y\u0131l\u0131nda y\u00fczde 60,22&#8217;ye y\u00fckselmi\u015ftir. Toplam \u00f6\u011fretim elemanlar\u0131n\u0131n y\u00fczde 46,91&#8217;i kad\u0131n, y\u00fczde 53,09&#8217;u ise erkektir.
